The corax tribe first appeared in White Wolf's Werewolf: The Apocolypse - Player's Guide, p 148 - 153, and has been given their own book, the Corax tribebook, released February '98. For LARP rules, you can look in Laws of the Wild (p 238) for a really, really short blurb, or check out the expanded (and in my opinion, much better) Corax LARP rules in Laws of the Wild West - they're much closer to the way the corax are described in their tribebook.
The concept of shape-changing birds has been around for centuries before White Wolf picked it up, however.
Long before White Wolf's books defined the gothic-horror roleplaying world, people allowed their imaginations to lead them on flights of fancy, without worrying about the technical details and 'game mechanics' of these creatures. I think that's still the best way to look at the world of role-playing: let your imagination soar, and only consult the rulebooks when you run amuck. White Wolf may have published guidelines for the Corax, but don't consider them the end-all and be-all of the race. Follow your instincts. The rest is just details.

Just as a note, I have nothing against White Wolf... more against people who consider the White Wolf to be the ultimate authority on gothic horror roleplaying. WW has put together a very popular system, but its still just a system. In the end, it's up to each player and each storyteller to decide for themselves how much of the rules they want to use, and how much is for the birds.
